About the Project
The Regional Digital Connectivity (RDC) program is a key initiative of the New South Wales (NSW) Government to invest in critical infrastructure across regional NSW under the $4.2 billion Snowy Hydro Legacy Fund (SHLF). Via the program, the NSW Government is exploring ways to provide faster and more reliable digital connectivity across regional NSW.
The SHLF aligns with the NSW Government’s 20-Year Economic Vision for Regional NSW, including its priority to leverage existing infrastructure and other technologies to create a digitally connected future.
Overview
The Department of Regional NSW (DRNSW) commissioned PricewaterhouseCoopers Consulting (Australia) Pty Limited (‘PwC’) to support the Final Business Case (FBC) for the Mobile Coverage Project.
A key input to the FBC is the Concept Design Report that informs on the proposed network concept designs and costing estimates for the shortlisted options. PwC partnered with VirtuGrp for the purpose of developing the report.
Approach
- To identify the different network models, propose concept solutions, and provide costing information for DRNSW to achieve the objectives of the Mobile Coverage Project in regional NSW.
- The report proposed to address the project objectives, coverage and performance requirements, financial and technical considerations, asset and coverage reuse guidelines, and industry insights (gained through the market sounding process)

- Analysis of MNO Coverage in selected target areas
- Identified infrastructure leverage to reduce costs in delivery
- Identified feasible solutions and estimated delivery costs for different coverage options
